1300 366 244A Development Plan is a design tool which illustrates preferred development outcomes and identifies the necessary key infrastructure required to facilitate development of a large area of land in a co-ordinated and integrated manner. It prevents a piecemeal approach to development and avoids poor land use planning outcomes, which can lead to disjointed and underserviced growth.

Council has prepared the West Sale Industrial Precinct Development Plan (‘Development Plan’) to respond to the requirements of Development Plan Overlay 12 in the Wellington Planning Scheme.
The image below (to the left) shows the land affected by the Development Plan in red outline (adjacent to the West Sale Airport). This land is already zoned for industrial purposes (Industrial 1 Zone - IN1Z) as shown below right in light brown.

The Development Plan provides a planning framework to guide future subdivision and development of the industrial zoned land.
Landowners, adjoining landowners and relevant agencies have previously been consulted on the draft Development Plan.
A range of technical studies have also previously been prepared to inform the preparation of the Development Plan.

A Council report is expected to be presented to the Council meeting of 7 April 2026 seeking Council approval of the Development Plan.
Once a Development Plan is approved, any future planning permit application received by Council will need to be generally in accordance with the final approved Development Plan.
