What is a Development Plan

A Development Plan is a design tool which illustrates preferred development outcomes and identifies the necessary key infrastructure required to facilitate development of a large area of land in a co-ordinated and integrated manner. It prevents a piecemeal approach to development and avoids poor land use planning outcomes, which can lead to disjointed and underserviced growth.

Maffra – Planning Background

The Development Plan sits between the high-level planning direction provided by Clause 11.01-1L Maffra of the Wellington Planning Scheme, and detailed planning permit applications for subdivision and development, which are lodged by development proponents.

As a long-established area identified for rural living purposes in the Maffra Strategy Map at Clause 11.01-1L Maffra of the Wellington Planning Scheme, the land subject to the Development Plan Overlay 1 (DPO1) has been in its existing Rural Living Zone 2 (RLZ2) since at least the year 2000. The fundamental principle of rural living land use for the land has therefore been formally established in legislation.

As a requirement of the Wellington Planning Scheme, the Development Plan has been prepared to demonstrate, in detail, how the land can be developed for rural living purposes, in accordance with the relevant planning provisions. The Development Plan for DPO1 – Maffra North (Maffra-Briagolong Road, Maffra (1\TP533434E and 2\TP533434E)) has been prepared in response to the requirements of Clause 43.04 of the Wellington Planning Scheme: Development Plan Overlay – Schedule 1 (DPO1).

A well-formulated Development Plan serves as a ‘linking’ tool between the established planning direction and on the ground development outcomes and in doing so, aims to guide Council, development proponents and the community on how this area of Sale should be developed over time.

The draft Development Plan is currently on a period of public notification (from Thursday 9 April 2026 – Thursday 23 April 2026), as per the requirements of DPO1. Documents associated with the draft Development Plan can be found below:

Any comments / feedback must be made in writing and include your name and contact details (address, phonenumber and email address). Please ensure that any comments / feedback are submitted by Thursday 23 April 2026.

 

Please note that Council may provide copies of anycomments / feedback received to the Development Plan proponent / applicant aspart of the draft Development Plan application process (including electronically). Your personal information will be protected as per therequirements of the Privacy and Data Protection Act 2014. This includes no unauthorised disclosure of personal information that is not reasonably required for the primary purpose ofits collection.

 

Any comments / feedback received will be considered, and where considered appropriate and relevant to do so, used to inform the final Development Plan.

 

Next Steps

At the conclusion of the public notification period, Council Officers will consider all comments and feedback received, and where appropriate and relevant to do so, will use these comments / feedback to inform the final Development Plan.
