Updated flood mapping across the Shire

As required by the Victorian Government, Wellington Shire Council has begun the process to update flood mapping across the municipality through the proposed Draft Planning Scheme Amendment C125well.

Council is replacing outdated mapping with the most recent flood information available, to better manage flood and coastal inundation risks across the region.

The amendment proposes changes to flood planning controls, based on detailed flood studies and modelling provided by the West Gippsland Catchment Management Authority. This helps Council plan for future growth in low-risk locations, to reduce the impact of natural hazards on the community, as well as future development and infrastructure.

As well as meeting Council’s legal obligations, the amendment will also streamline planning processes by adding permit exemptions where pre-conditions are met and allowing the WGCMA to approve plans directly.

Wellington Shire Council Mayor Cindy Madeley said the update would also improve safety and ensure planning decisions are based on the best available information.

“Accurate flood mapping helps protect people, homes and infrastructure, and ensures new development is designed with flood risk in mind,” the Mayor added.

Flood mapping shows where flooding may occur, how deep floodwater could be and how it might move during a flood event. The updated mapping reflects new modelling, including consideration of future climate impacts.

Flood overlays do not prohibit development in most cases; instead, they help guide safe and appropriate building and development in areas that may be affected by flooding. Existing buildings are not required to be altered because of the new amendment.

Planning scheme amendments follow a formal process that includes community consultation and independent review. Affected property owners will be notified and provided with access to information about how the amendment may affect their land, what it means for future development and how to make a submission during the public exhibition period.

The exhibition period closes Monday 2 November 2026.
