Ninety Mile Beach Vacant Undevelopable Land Rates Refund

The Victorian Ombudsman released a report into the Ninety Mile Beach Subdivisions in August 2019. The report made rating recommendations which Council supported at its meeting of 3 December 2019 that have now been implemented:

  • Whilst it is lawful, Council has ceased levying rates and the waste infrastructure charge on undevelopable Ninety Mile Beach subdivided lots from 1 July 2019. No further rate notices will be issued.
  • As a gesture of goodwill, rates and waste infrastructure charges paid since 1 July 2006 will be refunded on application of current or previous landowners (applications made by 3 December 2020 with evidence of payment).  

Step 1: Are you eligible to make an application?

  • Are you a current or previous owner of one or more of the affected properties?*
  • If yes, have you made any rate or waste infrastructure charge payment against the property since 1 July 2006?

*The Ninety Mile Beach Undevelopable Land Map can be searched by property street address or property assessment number (the 6-digit number shown on a rate notice). Undevelopable land is shown in red (Rural Conservation Zoned land – planning controls do not allow any development). Developable land (subject to the grant of a planning permit by Council and compliance with planning controls) is shown in green.

Step 2: How to complete your application

Please note: You must have answered yes to both questions under Step 1.

  • Complete all required sections of the application form.
  • Sign the declaration.

Step 3: Attach supporting documentation

Attach any required supporting documentation.

All applications must be supported by supplying proof of identity of the person completing the application (a copy of a your photo ID card such as, Australian passport or foreign passport, Australian state and territory issued photo identity cards or Australian drivers’ licence.

Depending on the applicants particular circumstances, applicants may also be required to further support their application by attaching:

  • Proof of power of attorney/executor of estate.
  • Proof of prior ownerships.
  • Proof of payments/copies of receipts for payment(s) made.

Step 4: Submit your application

Completed applications forms can be submitted by:

  • Post to Wellington Shire Council, PO Box 506 Sale Victoria 3850.
  • In person at our Sale Service Centre, 18 Desailly Street Sale, 8.30am – 5.00pm Monday – Friday or Yarram Service Centre, 156 Grant Street Yarram, 10.00am – 2.00pm Monday, Tuesday, Thursday and Friday (closed Wednesdays).

Council’s Rates team will send you an acknowledgement to advise that your application has been received.

Your application will then be processed. Due to the data checking and verification requirements, this can take some time.

Please allow a minimum of six weeks for your application to be fully processed.

You will be notified in writing the outcome of your application.
