Compulsory Competitive Tendering (CCT) for local government was abolished and replaced by the Local Government (Best Value) Act, in 1999.
The Local Government (Best Value) Act removes the inflexibility and rigidity of CCT while ensuring that councils remain accountable for their expenditure and obtain value for money in the delivery of council services.

| The Local Government (Best Value) Act sets out the following six principles to ensure the council: | |
 | offers the best possible quality and value for money |  | is responsive to community needs |  | is providing services accessible to the people they are intended for |  | shows continuous improvement |  | is making decisions subject to regular community consultation |  | reports regularly to its community regarding their services and how they measure up to the principles of best value. |
