| The Wellington Planning Scheme states that animal keeping is defined as land used to breed or board domestic pets or keep, breed or board racing dogs. A planning permit is required for 'animal boarding' in all planning zones.
In Residential 1 Zone, Low Density Residential Zone or Township Zone a planning permit is not required for the keeping of two animals however this does not include animal boarding. You may apply for a planning permit to keep more than two animals but no more than five animals.
In a Rural Zone the keeping of more than five animals requires a planning permit. Check the zoning of your land by viewing the Wellington Planning Scheme maps at one of our Customer Service Centres in Sale or Yarram or on the Department of Sustainability and Environment website.
You can apply for a planning permit by obtaining an application form from our Customer Service Centres in Sale and Yarram or download an application form below. As well as three copies of a site plan, you will need to submit a written description of the proposal. This should include: |  |
 | Maximum number of animals (existing and/or proposed increase) |  | Waste disposal methods |  | Traffic movements |  | Landscaping |  | Any other information to assist Council in the assessment of the proposal |

| The site plan should also show the distances between the animal keeping activities (kennels, exercise yards etc.) and adjoining houses along with an assessment of how the proposal may have an affect on the environment and other people.
