Amendment C84

Status Update

Council has, during its meeting of 7 March 2017, considered the submissions to Amendment C84 and has requested the Minister for Planning to appoint a Planning Panel. The independent Planning Panel was appointed on 22 March 2017. The Planning Panel will consider all submissions and provide Council with recommendations on the proposed amendment.

A Directions Hearing has been scheduled for Thursday 20 April 2017 and the Panel Hearing is tentatively scheduled for the week starting 22 May 2017.  Members of the public can only speak during the Panel Hearing if they are a submitter to the Amendment and have registered their request to be heard with Planning Panels Victoria before 5.00pm on 18 April.  All submitters will receive direct correspondence from Planning Panels Victoria.

Members of the public are welcome to attend and watch the Panel Hearing.

 

Wurruk Growth Area

In May 2016, Council received a request to rezone land within the Wurruk Growth Area. The subject land is identified for residential development within the Sale, Wurruk and Longford Structure Plan (2010). The Structure Plan advocates for the creation of well designed, complete neighbourhoods that are integrated with the existing adjoining residential areas and local facilities in Wurruk.

The process to rezone the Wurruk Growth Area has now commenced. The focus of the amendment is to:

  • Rezone land which is not flood prone to General Residential Zone - Schedule 1 (normal density lots) and Low Density Residential Zone (minimum subdivision size 2,000 m2- if reticulated sewerage is available otherwise minimum subdivision size of 4,000 m2), as identified in the Sale, Wurruk and Longford Structure Plan (2010).
  • Rezone the flood prone area to the South and Kilmany Park Estate to the Rural Activity Zone. The Rural Activity Zone will, amongst other things, also better reflect the existing use of Kilmany Park as a residence, bed and breakfast and conference centre.
  • Apply the Land Subject to Inundation Overlay and Flood Overlay to flood prone areas within the Planning Scheme Amendment area, based on the most up-to-date data provided by the West Gippsland Catchment Management Authority.
  • Reduce the extent of the existing Heritage Overlay, which applies to Kilmany Park Estate, and update the associated Heritage Citation and relevant Clauses within the Wellington Planning Scheme based on the advice of Council’s Heritage Advisor.
  • Apply the Development Plan Overlay – Schedule 9 to the subject land excluding Kilmany Park Estate.

Inspecting a full copy of Amendment C84

The amendment documents can be downloaded from the Department of Environment Land Water and Planning website.  Hard copies of the amendment and related documents can be inspected, free of charge, during office hours at the Wellington Shire Council Sale Service Centre (18 Desailly Street, Sale) and the Yarram Service Centre (156 Grant Street, Yarram).
